Abstract

This study aims to analyze the implementation of Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration of the Republic of Indonesia (Kementerian Desa, PDT, dan Transmigrasi) Number 11 of 2019 concerning Priorities for the Use of Village Funds in 2020, in Makartitama Village and Ulak Mas Village, Lahat District, Lahat Regency. This Ministerial Regulation stipulates that the priority of using village funds must provide maximum benefit to the village community in the form of improving life quality, increasing welfare, poverty alleviation, and accelerating public services. Unfortunately, the situation of each village is varied, that is, the policy implementation needs further investigation. The present study used a qualitative research method. The focus was the implementation aspects such as the compliance level of the implementor, how routine functions ran, and performance and impact. Data were collected using interviews and policy documents analysis. The findings showed that the Minister's policy could not be fully implemented. Of the four priorities, only three aspects were implemented. The priority that had not been implemented was the program to improve public services. The socio-economic situation of the community was the main reason for the village government to focus more on the first three priorities, namely improving life quality, improving welfare, and alleviating poverty. The external aspect that affected the implementation of this regulation was the budget reduction from the central government due to the impact of the Corona Virus Disease 2019 (Covid-19) Pandemic. This study suggests the need for an in-depth evaluation of prioritizing the use of the village budget by considering the local needs. There is the need for anticipatory steps to deal with force major conditions such as Covid-19 that reduces the amount of village fund allocations and affects the implementation of village programs.   Abstrak Penelitian ini bertujuan untuk menganalisis pelaksanaan Peraturan Menteri Desa, Pembangunan Daerah Tertinggal, dan Transmigrasi Republik Indonesia Nomor 11 tahun 2019 tentang Prioritas Penggunaan Dana Desa tahun 2020, di desa Makartitama dan Desa Ulak Mas, Kecamatan Lahat, Kabupaten Lahat. Peraturan Menteri tersebut mengatur bahwa prioritas penggunaan dana desa harus memberikan manfaat sebesar-besarnya bagi masyarakat desa berupa peningkatan kualitas hidup, peningkatan kesejahteraan, pengentasan kemiskinan, dan percepatan pelayanan publik. Sayangnya, situasi masing-masing desa sangat beragam, sehingga implementasi kebijakan perlu diselidiki lebih lanjut. Penelitian ini menggunakan pendekatan penelitian kualitatif. Fokusnya adalah aspek implementasi seperti tingkat kepatuhan implementor, bagaimana fungsi rutin dijalankan, serta kinerja dan dampaknya. Pengumpulan data dilakukan dengan menggunakan wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa kebijakan Menteri tersebut belum dapat dilaksanakan sepenuhnya. Dari empat prioritas tersebut, hanya tiga aspek yang dilaksanakan. Prioritas yang belum terlaksana adalah program peningkatan pelayanan publik. Situasi sosial ekonomi masyarakat menjadi alasan utama pemerintah desa untuk lebih fokus pada tiga prioritas pertama, yaitu peningkatan kualitas hidup, peningkatan kesejahteraan, dan pengentasan kemiskinan. Aspek eksternal yang mempengaruhi penerapan peraturan ini adalah pengurangan anggaran dari pemerintah pusat akibat dampak Pandemi Corona Virus Disease 2019 (Covid-19). Kajian ini menyarankan perlunya evaluasi mendalam dengan memprioritaskan penggunaan anggaran desa dengan mempertimbangkan kebutuhan lokal. Aspek penting lainnya adalah perlunya langkah antisipatif untuk menghadapi kondisi force major seperti Covid-19 yang mengurangi jumlah alokasi dana desa dan mempengaruhi pelaksanaan program desa. Abstract

This study examines the impact of individual characteristics and employee career development on public service quality, both simultaneously or partially and finds the most influential variables. This research is essential since government institutions have to improve the quality of public services continuously. The research approach utilized in this study was quantitative research, with the sampling technique being saturated sampling by 42 respondents. Data analysis used multiple linear regression, including F-test, t-test, and determination-coefficients by using SPSS software. The results show a significant effect of individual characteristics and career development on public services quality. Individual characteristics and career development affect public services quality both simultaneously and partially. Individual characteristic is the dominant variable. Based on the finding, the individual characteristics of an employee and career development will improve the public services quality. The implication of this study indicates that government institutions need to provide opportunities for employees in self-development activities such as training and short course. The limitations of this study are still using two independent variables. Therefore, future research can append other variables, such as mediation or moderation variables.   Abstrak Penelitian ini bertujuan untuk mengetahui pengaruh karakteristik individu dan pengembangan karir pegawai terhadap kualitas pelayanan publik. Penelitian ini juga menguji variabel yang paling dominan mempengaruhi kualitas pelayanan publik. Sebagaimana diketahui bahwa instansi pemerintah perlu terus meningkatkan kualitas layanan publiknya kepada masyarakat. Pendekatan penelitian yang digunakan aalah penelitian kuantitatif. Teknik sampling menggunakan teknik sampel jenuh dengan jumlah responden sebanyak 42 orang. Analisis data menggunakan regresi linier berganda, dengan melakukan uji statistik berupa uji-F, uji-t, dan koefisien determinasi. Proses analisis data dilakukan menggunakan bantuan program SPSS. Hasil analisis menunjukkan bahwa karakteristik individu dan pengembangan karir memiliki pengaruh terhadap kualitas pelayanan publik. Karakteristik individu dan pengembangan karir mempengaruhi kualitas layanan publik baik secara parsial maupun secara bersama-sama. Karakteristik individu merupakan variabel yang paling berpengaruh. Berdasarkan hasil penelitian menunjukkan bahwa karakteristik individu yang terdapat pada seorang pegawai dan juga pengembangan karir akan mampu meningkatkan kualitas pelayanan publik yang diberikannya di instansi pegawai tersebut bekerja. Implikasi dari penelitian ini menunjukkan perlunya lembaga pemerintah untuk memberikan kesempatan bagi pegawai dalam mengikuti kegiatan pengembangan diri seperti diklat dan bimtek. Penelitian ini memiliki keterbatasan yakni masih menggunakan dua variable bebas, untuk itu penelitian selanjutnya dapat menambahkan variabel lainnya, seperti variabel mediasi maupun variabel moderasi. Abstract

This study aims to analyze to what extent the provision of the rights of special needs groups has been implemented and provide recommendations related to the additional infrastructure outside the regulation of the Ministry of State Apparatus Utilization and Bureaucratic Reform (PANRB) Number 17 of 2017. This study is vital since the government institutions still lack attention to fulfilling the rights of persons with disabilities. In accordance with the mandate of Law Number. 25 of 2009 concerning Public Services, public service providers are obliged to provide special facilities and infrastructure for special needs groups without any additional charge. The research method used in this research is descriptive qualitative by analyzing the existing literature (library research). Then data collection through field observations (observations), interviews, and other library sources. This study tries to look at the completeness of special facilities and infrastructure for people with special needs that are provided by recommending twenty-two standards for infrastructure intended for “people with special needs”. Some public service providers relatively have almost met the standards. However, there are also public service providers which still need to be encouraged to meet these standards. It is necessary to have the political will of regional leaders to prioritize the provision of facilities and infrastructure to support public services for people with special needs. Amid limited regional resources, prioritizing the stages of fulfilment (road map) of these special facilities needs to be prepared, and partnerships also collaborations with other strategic partners can be developed to help meet these special service standards. There are limitations in this research: only three public service providers are the locus of the study, including hospitals, the Department of Population and Civil Registration, and the Department of Investment and the One-Stop Service, so that it does not represent the condition of public services in a city.   Abstrak Tujuan penelitian ini adalah untuk menganalisis sejauh mana pemenuhan hak-hak kelompok berkebutuhan khusus telah diimplementasikan dan memberikan rekomendasi terkait dengan sarana-prasarana tambahan di luar peraturan Kementerian PANRB Nomor 17 Tahun 2017. Penelitian ini penting untuk dilakukan karena masih kurangnya perhatian lembaga pemerintah dalam hal pemenuhan hak-hak penyandang disabilitas. Sesuai pasal 29 UU No. 25 Tahun 2009 bahwa penyelenggara pelayanan publik berkewajiban menyediakan sarana dan prasarana khusus bagi masyarakat berkebutuhan khusus tanpa pembebanan biaya tambahan. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Pengumpulan data dilakukan melalui pengamatan lapangan, wawancara, dan sumber pustaka. Hasil penelitian menggambarkan kondisi sarana dan prasarana khusus bagi masyarakat berkebutuhan khusus yang disediakan dengan merekomendasikan dua puluh dua standar sarana prasarana bagi masyarakat berkebutuhan khusus. Beberapa penyedia pelayanan publik relatif sudah memenuhi sarana prasarana tersebut. Namun, juga terdapat penyedia layanan publik yang perlu didorong untuk memenuhi standar pelayanan khusus tersebut. Untuk memenuhi standar pelayanan bagi kelompok rentan, diperlukan political will pemimpin daerah untuk turut memprioritaskan penyediaan sarana dan prasarana penunjang pelayanan publik bagi masyarakat berkebutuhan khusus. Di tengah keterbatasan sumberdaya daerah, maka pengutamaan tahapan pemenuhan (road map) fasilitas khusus tersebut perlu disiapkan, serta pola-pola kemitraan dan kolaborasi dengan mitra strategis lainnya dapat dikembangkan untuk membantu memenuhi standar pelayanan khusus tersebut. Keterbatasan penelitian ini yaitu hanya mencakup tiga penyelenggara pelayanan publik, yang meliputi RSUD, Dinas Kependudukan dan Pencatatan Sipil dan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu sehingga tidak menggambarkan kondisi pelayanan publik suatu daerah. Abstract

This study aims to evaluate the implementation of the gender-responsive budget, its constraints and the strategies to cope with it. This research is motivated by the lack of response of both central and local governments to implementing gender-responsive budget ideas. This study applied the systematic literature review (SLR) method through three stages: Planning, Conducting and Reporting on research results published over the past five years in five international scientific databases, namely the SAGE Journal, Science Direct, Springer Link, Emerald and Google Scholar. The results showed that the implementation of gender-responsive budgets requires strong support from the government and citizens. The obstacles faced in implementing a gender-responsive budget are weak supporting policies, lack of government commitment, lack of understanding of gender concepts, low political support, and reluctance to change. Then the strategies to overcome these obstacles are: determining the focus of budgeting, strengthening the dimension of communication, strengthening commitments, strengthening the quality of human resources, establishing planning and budgeting sections, and building cooperation with institutions. Since the study applied the systematic literature review (SLR) method, the study has a limitation regarding first-hand data. It suggested further research with first-hand data to find out more detail and contextual information on the implementation of the gender-responsive budgets in respective government institutions.   Abstrak Studi ini bertujuan untuk mengevaluasi pelaksanaan anggaran responsif gender, kendalanya, dan strategi mengatasinya. Penelitian ini dilatarbelakangi oleh kurangnya respon pemerintah baik pusat maupun daerah dalam mengimplementasikan gagasan anggaran yang responsif gender. Penelitian ini menerapkan metode systematic literature review (SLR) melalui tiga tahap: Planning, Conducting dan Reporting terhadap hasil penelitian yang dipublikasikan selama lima tahun terakhir di lima database ilmiah internasional, yaitu SAGE Journal, Science Direct, Springer Link, Emerald dan Google Scholar. Hasil penelitian menunjukkan bahwa implementasi anggaran yang responsif gender membutuhkan dukungan yang kuat dari pemerintah dan masyarakat. Kendala yang dihadapi dalam mengimplementasikan anggaran yang responsif gender adalah lemahnya dukungan kebijakan, kurangnya komitmen pemerintah, kurangnya pemahaman konsep gender, rendahnya dukungan politik, dan keengganan untuk berubah. Kemudian strategi untuk mengatasi kendala tersebut adalah: penentuan fokus penganggaran, penguatan dimensi komunikasi, penguatan komitmen, penguatan kualitas sumber daya manusia, pembentukan seksi perencanaan dan penganggaran, serta membangun kerjasama dengan institusi. Karena penelitian ini menerapkan metode systematic literature review (SLR), penelitian ini memiliki keterbatasan mengenai data primer. Untuk mengetahui informasi lebih detail dan kontekstual tentang pelaksanaan anggaran responsif gender di masing-masing instansi pemerintah, disarankan penelitian empirik dengan menggunakan data primer. Abstract

This study evaluates the West Java Provincial Government's policy in handling the Covid-19 pandemic by focusing on organizational, substance, and political aspects by mapping targets, supporting factors, obstacles, and impact analysis. The Covid-19 pandemic has brought a tremendous impact on the health sector and economic growth in West Java. Policies related to the pandemic handling by West Java Provincial Government in synergy with the Central Government and Regency/City Governments have been carried out intensely and continuously since the beginning of 2020. Various stimuli were carried out by the West Java government to reduce the spread of Covid-19 as well as to recover economic condition in West Java. The wave of Covid-19 has occurred twice, at the end of 2020 and after Eid in 2021. Various policies have been implemented, and after almost one and half years of running, that policy can be evaluated. This research used the qualitative method. Data collection techniques were carried out by collecting secondary data, observation and interviews. The study results showed that the Covid-19 handling policy in West Java Province, apart from organizational, substance and political elements, a crucial element as the driving force for the optimal COVID-19 handling policy was the community support and participation (human society), which had been tested during the crisis. It is proven that currently, West Java Provincial Government can reduce the mortality rate of COVID-19 patients and the occupancy of hospital beds below WHO standards. The limitations of this research only look at the three elements that become the instrument of policy evaluation. The policy recommendations offered are implementing a stimulus program in the form of affirmative policies and program-based budget support in the work to reactivate the real sector and encourage the growth of people's purchasing power and create a communication forum that can promote economic recovery in West Java.   Abstrak Artikel ini membahas evaluasi kebijakan penanganan Covid-19 Pemerintah Provinsi Jawa Barat dengan menitikberatkan kepada aspek organisasi, aspek substansi dan aspek politis dalam penanganan Covid-19 dengan melakukan pemetaan sasaran, faktor pendukung, penghambat dan analisis dampaknya. Pandemi Covid-19 telah membawa dampak yang luarbiasa di sektor kesehatan dan pertumbuhan ekonomi di Jawa Barat. Kebijakan yang dilakukan Pemerintah Provinsi Jawa barat bersinergi dengan Pemerintah Pusat dan Kabupaten/Kota dilakukan secara intens dan berkelanjutan sejak awal tahun 2020. Berbagai stimulus dilakukan oleh Pemerintah Jawa Barat guna menurunkan angka penyebaran Covid-19 dan pemulihan ekonomi. Gelombang lonjakan Covid-19 sudah terjadi dua kali yaitu di akhir tahun 2020 dan pasca lebaran tahun 2021. Berbagai kebijakan telah diimplementasikan, dan setelah hampir satu setengah tahun berjalan, kebijakan penanganan Covid-19 ini sudah dapat dievaluasi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan teknik pengumpulan data dilakukan dengan data sekunder, observasi dan wawancara. Hasil kajian menunjukkan bahwa evaluasi kebijakan penanganan Covid-19 di Provinsi Jawa barat selain melibatkan unsur organisasi, substansi dan politis maka ada unsur yang sangat penting yang merupakan pendorong kebijakan penanganan covid ini optimal, yaitu dukungan dan partisipasi masyarakat (human society). Pentingnya peran mereka telah teruji di masa krisis dan terbukti bahwa saat ini Pemerintah Provinsi Jawa barat dapat menurunkan angka kematian pasien Covid-19 dan keterisian tempat tidur rumah sakit di bawah standar WHO. Rekomendasi kebijakan yang ditawarkan adalah dijalankannya program stimulus berupa kebijakan afirmatif serta dukungan anggaran berbasis program pada karya untuk menggerakan kembali sektor riil serta mendorong pertumbuhan daya beli masyarakat, dan di buatnya forum komunikasi yang dapat mendorong pemulihan ekonomi di Jawa Barat. Keterbatasan penelitian ini adalah kajian hanya melihat dari ketiga unsur yang menjadi instrument evaluasi kebijakan. Kata kunci: evaluasi kebijakan, Covid-19, Pemerintah Provinsi Jawa Barat

Abstract

The objective of this research is to fully understand the use of the Good Tourism Governance principles in the management of the tourist villages of the Kampung Lampion Code 18 in Yogyakarta. There was a negative perception of settlements around the Code river, Yogyakarta. They were considered to cause river water pollution, narrowing of rivers, sedimentation and flooding. Then, the community changed that perception. Together with the Non-Governmental Organization the Center for Civic Engagement & Studies and assisted by several university students, they turned the area into a tourist spot with the name Kampung Lampion Code 18. This is qualitative research with a descriptive method. Data analysis was applied at both the first step (data processing) and the second step (interpretation). The study results indicate that the management of Kampung Lampion Code 18 has tried to apply the principles of good tourism governance. However, its implementation has not been effective. Stakeholder synergy has not been realized, training programs have not been sustainable, the benefits of tourism have not been widely felt, have not encouraged local ownership, and promotion is still minimal. The limitations of this study are that it relies heavily on the researcher's interpretation of the interview data; therefore, the possibility of bias persists. However, this study suggests the need for Good Tourism Governance Principles if the village wants to compete as an alternative tourism destination.   Abstrak Penelitian ini bertujuan untuk memahami secara mendalam penerapan prinsip Good Tourism Governance dalam pengelolaan kampung wisata di kawasan Kampung Lampion Code 18 Kota Yogyakarta. Berawal dari keberadaan permukiman di sekitar sungai Code yang dianggap membawa dampak negative seperti pencemaran air sungai, penyempitan badan sungai, serta erosi, dan sedimentasi yang menyebabkan banjir. Kemudian, masyarakat sekitar sungai Code merubah persepsi tersebut. Bersama dengan Lembaga Swadaya Masyarakat Center for Civic Engagement & Studies dan dibantu oleh beberapa mahasiswa dari berbagai perguruan tinggi, mengubah permukiman di bantaran sungai Code menjadi kawasan wisata dengan nama Kampung Lampion Code 18. Penelitian ini bersifat deskriptif dengan menggunakan pendekatan kualitatif. Analisis data dilakukan dua tahap baik analisis pada langkah permulaan (pengolahan) maupun langkah lanjut (penafsiran). Hasil penelitian menunjukkan bahwa prinsip good tourism governance dalam pengelolaan kampung wisata di kawasan Kampung Lampion Code 18 sudah diterapkan, namun penerapannya belum optimal. Hal tersebut terlihat dari sinergitas pemangku kepentingan belum sepenuhnya terwujud, program pelatihan belum berkelanjutan, manfaat wisata dan kemitraannya belum dirasakan secara luas, belum mendorong kepemilikan lokal, promosi masih minim dan berdiri sendiri-sendiri, serta pedoman monitoring dan evaluasi program masih sederhana. keterbatasan penelitian adalah subjektivitas peneliti. Studi ini sangat bergantung pada interpretasi peneliti tentang makna yang ditunjukkan dalam wawancara; oleh karena itu, kemungkinan bias tetap ada. Prinsip Good Tourism Governance tersebut perlu dioptimalkan apabila kampung wisata di kawasan Kampung Code Lampion 18 hendak dijadikan alternatif wisata yang berdaya saing.
